The Federal Communications Commission (FCC) opened the Secure and Trusted Communications Networks Reimbursement Program, also known as the Rip and Replace program, filing window, which will run from October 29, 2021, to January 14, 2022. Now, service providers can submit cost estimates for removal, replacement, and disposal of Huawei, ZTE, and other equipment covered by the program.
Through this program, the FCC will use $1.9 billion in Federal funding to reimburse qualifying providers for exchanging existing equipment that pose as a national security risk. To participate, providers that offer advanced communication services to 10 million or fewer customers and have equipment covered by the program, which also has been purchased before June 30, 2020, are eligible.
“Trust in our communications systems is fundamental, and to preserve that trust we need to identify threats and mitigate risk,” said Chairwoman Jessica Rosenworcel. “Today we are doing just that by opening up a new program that will reimburse providers for the cost of replacing equipment and services that pose a threat to national security. Removing insecure equipment from existing networks after installation is challenging. This program is here to help. We also want our communications companies to have the opportunity to use promising and innovative alternatives, like interoperable open radio access network solutions, as we build tomorrow’s networks.”
All eligible providers must submit an FCC Form 5640 Application Request for Funding Allocation before the filing window closes on January 14, 2022. Applications will be reviewed and accepted based on completion of the application, if the applicant is eligible for the program, and if the cost of estimates provided are reasonable.
