AT&T Wins Major Telecom Deal with Department of Justice

AT&T announced in July 2019 a major contract award with the Department of Justice (DOJ) that will modernize its operational infrastructure over a 15-year contract. This contract is tied to the General Services Administration’s (GSA’s) Enterprise Infrastructure Solutions (EIS) technology procurement program. This is currently the highest-profile award on the 50 billion governmentwide EIS next-generation telecommunications contract vehicle administered by GSA.
According to AT&T, mobility and cloud functionality were vital to scoring the DOJ task order – and the agency views the contract as a modernization vehicle. And as Stacy Schwartz, AT&T vice president of Public Safety and FirstNet, commented in an interview with FCW, “It’s not like-for-like. They’re looking at evolution and requirements for technology over 15 years.”
Per the contract, the value is set up to $984 million, should all options be deployed. It covers all DOJ agencies – except the FBI – and supports over 120,000 employees across more than 2,100 locations. AT&T will deliver networking services such as IP voice, data, security, cloud access and professional services – this includes access to the company’s mobile network and FirstNet public safety network service. The contract is also planned to migrate 120,000 managed voice services users who currently use CenturyLink and Verizon under the GSA’s Networx contract over to AT&T’s IP voice services.
In addition, a recent pair of public cloud deals with Microsoft and IBM follow this deal, which AT&T plans on utilizing as outsourced assets to support non-network functions.
This new solution is intended to enable seamless cloud adoption across 43 component organizations to support the Joint Cloud Optimized Trusted Internet Connection Service, which is the department’s plan to address security, speed, and reliability while developing a multicloud environment. As AT&T had reportedly reached 60% completion in rolling out the core network for first responders, AT&T President and CEO Randall Stephenson commented that the company is projected for 70% completion with FirstNet by the year’s end.
He also mentioned this development has hastened AT&T’s installation of 5G, preparing for nationwide 5G coverage by the end of 2020.
This contract is an extension of a broader $50 billion plan developed by the GSA that was initially announced in 2017. The plans enabled government contracts to be awarded to a handful of domestic telecom operators.
